Will I be able to publish an app to the App Store and Google Play after this?

Publishing itself also requires a paid Apple Developer account and a Google Play developer account, which are not included in the price. Whether a specific app passes review depends on that app, not on this program.
Do I need a Mac?
Only for the iOS side. Android Studio and the cross-platform toolchains run on Windows, macOS and Linux, and most of the material is either platform-neutral or Android-focused. The iOS sections can be followed as reading and code review without a Mac, but you cannot compile or submit an iOS build without one.
Does the course teach native or cross-platform development?
Both, comparatively. Module 1 is a structured comparison, and later modules show a concept twice wherever the platforms genuinely diverge, for example permission handling and background execution.
